 PPA Constitutions Workshop

A small group of PPA delegates joined in a productive Workshop on August 17th, which examined the technical aspects of changing a PPA Constitution and approved in principle a Draft Constitution which could be adapted for all PPAs.

The Powerpoint presentation for the Workshop, and the Draft Constitution, are available to download.  The Draft Constitution is annotated with explanatory notes and suggestions which came out of the Workshop.

This matter will be discussed at an upcoming CPS General Meeting.

 Education Tax Refund

Each year around this time, the CPS fields enquiries about the Education Tax Refund.  Please note that the CPS cannot provide professional taxation advice, and detailed questions should be directed to your accountant or tax agent.  The Australian Taxation Office provides information which may be helpful.

The advice which the CPS does provide on the ETR is as follows:  Children attending a government preschool in the ACT are enrolled in the amalgamated government primary school; this means that they are a "primary school student" for the purposes of the ETR.  Simple donations are not education expenses for the purposes of the ETR, because they cannot be identified specifically as such, however a Voluntary Resource Donation may be claimed if the receipt issued by the Preschool Parents Association certifies that the donation was for preschool learning materials.  Last year, the CPS advised PPAs to carry a resolution to establish a standing policy that the VRDs would be applied solely to the provision of learning materials for their preschool; the Treasurer would then be able to endorse receipts accordingly.

 Insurance Renewals

All PPAs and Playschools which followed through on their insurance renewal prior to the end of last Term have now received their Certificate of Currency and an invoice for this year's premium.  In each case, insurance coverage is current now, pending receipt of payment on that invoice.

49 Preschools have remained Group Members!

 
It is confirmed membership of the Society is now up to 57, although this is still a sobering number compared to the 76 we had affiliated only two years ago.  Nearly every renewing member has been invoiced for Affiliation Fees - if your PPA has not received a Fees invoice it is because the CPS has not received information on your enrolment numbers, or contact details, or both.
Has your CPS Delegate made a report to a meeting of your PPA?  Is someone ready to attend our next General Meeting on August 10th?  Being a part of the Society is vital to ensure you are well informed and well equipped to support your preschool - 25 preschools, one-third of the Territory, now lack this specialised support.  Don't lose touch!

NEW Group Members - AILSA Inc.

A volunteer, non-profit association which aims to set up bilingual Indonesian language educational institutions with a vision to enhance the learning and teaching of our respective languages and cultural traditions. Ailsa Inc.’s initial goal is to set up a secular, non-denominational, bilingual Indonesian language preschool in the Canberra region.

A CPS Survey ...

A “conversation starter” survey was emailed around to the Council for comment; as previously discussed, the aim of this survey is to engage with the PPAs and to obtain their feedback on what the CPS does well and whether there any areas where we can do better. Querying the use of Voluntary Contributions for Preschools
 
An issue was raised by a delegate concerning the Voluntary Contributions that have been collected by the primary school, but without any apparent expenditure on the preschool.  Issues at the preschool included that the teacher were having to purchase stationery and craft supplies out of their own pockets, and that the President of that PPA was having trouble getting a meeting with the Principal with several scheduled meetings cancelled at late notice. 
If your Preschool is experiencing similar - please contact the CPS Office so that we can voice your concerns to the ACT Department of Education and Training.

Want to know about 2010 Preschool Session Times?

So do many people who are considering their options for their child's preschool year. The CPS website is frequently used by families (from Canberra, around Australia and the world) looking to work out their options.

From 2008, when the preschools were administratively amalgamated with nearby Government primary schools, the ACT Department of Education and Training ceased to provide the CPS with preschool session information. This left us in the position of slowly gathering it ourselves. Being volunteer parents (of preschool and primary school-aged children ourselves) this takes quite a bit of time and research.

If you can provide us with the 2010 session times we, and most of Canberra's population, would really appreciate it.
